    view-lossage gives

    <help-echo> <help-echo> C-x C-f e t c / T U T <tab>
    <next> <return> <next> <next> <prior> <prior> C-x l
    C-h l

I am a bit confused here--why did you type <next> before <return>?
That would have gone to a different file name from the history, and I
don't know which file name it got to.

Can you give me a test case which does not involve this?

Anyway, if I assume that <next> was irrelevant, and the file
that you visited was etc/TUTORIAL, then I don't observe the problem
when I try this.
