I don't think this qualifies as a bug: manually loading a preloaded
file is something that we don't expect users to have to do.
I suggest to describe the reasons why you needed that. Perhaps
there's another bug elsewhere, or maybe there's a different way to
achieve what you want without reloading files.el.
In the meantime, you can copy the definition of
convert-standard-filename from w32-fns.el to your .emacs, after the
place where you load files.el. Then Emacs will work correctly even
without loading w32-fns.
