Hm, it's doesn't seem to be partial-completion-modee, that's
definitely off, but there is another thing: it doesn't happen
with -q :/.
To be more precise, it doesn't happen in 21.3 at all, -q or not,
that's why I thought it's a bug in CVS. It happens only in CVS Emacs
with my init file.
