decode-coding-inserted-region does not decode

Subject: decode-coding-inserted-region does not decode

When I start emacs with "emacs -q -f auto-compression-mode"
and visit the gzipped Japanese text file with C-xC-f,
Japanese characters are not displayed correctly.

How about this patch?
