When invoking emacs without any particular X ressources etc.
single quotes (') and backquotes (`) are displayed as rectangles.

This happens also with other fonts.

The X-server is an IGEL X-Terminal (~diskless Linux).
The (preinstalled) fonts are a little bit hacked, since
they are in reality Latin 9 (8859-15) fonts, but are
also offered under the name of 8859-1

21.3 did not have this problem on the same platform.
