   3. How can we prevent it happening again?

By trying to convince Martin that his concerns for avoiding code
duplication are _not_ incompatible with Richard's concerns and can be
achieved by slowly adding some CL-type functionality in ways that are
philosophically compatible with Elisp, rather than adding tons of cl
functions all at once. I definitely believe that is the case and
would wish that Martin would try that out rather than sticking with
his current position.

I was referring to the maintenance problem, which I assume experienced
   maintainers will understand.

And by avoiding silliness like this. I personally would wish that
Martin would change his mind about not supporting the convention of
not loading cl at runtime. But referring to philosophical differences
as incompetent maintenance is factually incorrect and outright silly.
I am a user of cc-mode. It is a very high quality program with
remarkably little bugs for its complexity. It is an important asset
to the Free Software movement. You seem to claim that any
"experienced maintainer" will agree with you that there are
maintenance problems with cc-mode. Have you found _any_ of those
"experienced maintainers" yet?

Sincerely,

Luc.
