   I can get the error without (require 'tramp)... in other words just
   -q --no-site-file, M-x locate RET *.doc RET 'i' yields the error
   above.

Yes, but I just took a closer look at the _name_ of your file.  I have
several files etc/enriched.doc and they are not directories. `i' only
works on directories.
