only deletes highlited text once

Symptoms:

highliting text with the mouse and then hitting the delete key will
delete the hightlited text as expected but only the first time.  If 
one highlights text again and hits the delete key only one character
is deleted (as if there was no text highlited).  This seems to be a
new bug in 21.3.50.1 as it doesn't occur in 21.2.1.  Of course this 
is only a concern when using emacs in its own X window (no -nw option).
