My understanding is that the original definition of "user option" was: an
option that an end-user (not familiar with Elisp) can change.
This happened to be limited to user-variable-p at the time for lack of
anything else but now also includes faces.
There is a definition in the manual saying "user option"
applies only to variables.
I went through the Emacs manual and changed it so that "user option"
refers to faces as well. I don't plan to install this right away,
because it might be better to make a different change. But at least I
saw that this change was not very hard. I think it is also clearer.
However, the other separate manuals need to be checked and changed as
well.

Why? It's not like we often need to talk about those particular variables
which are user-variable-p but are not defcustom'd, is it?
