search-forward-regexp has stopped working on multibyte

Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

Place a few multibyte characters in the buffer, say with
C-u C-\ latin-1-prefix RET "a "o "s

Copy them into the killring.  Type
  M-: (search-forward-regexp (regexp-quote "
Press C-y and then
  ")) RET

And nothing gets found.  Not good.

This must have happened rather recently, I think.  Well, probably in
the last month or so.
