I should have mentioned that this bug is also present in Emacs 20.7.

    1. load-library apropos
    2. customize-apropos aprop
    3. Click Show Value button for any apropos face.
    
    The new State button and description are displayed, but the previous
    State button and description, corresponding to the hidden state, are
    not removed. Result: two State buttons with two, conflicting
    descriptions.
    
    
    In GNU Emacs 21.3.50.1 (i386-mingw-nt5.1.2600)
     of 2005-01-30 on NONIQPC
    Distributor `Microsoft Corp.', version 5.1.2600
    configured using `configure --with-gcc (3.3) --cflags
