Is this intentional?
Absolutely. The various jobs that -Q did made no sense
together, except that they were useful for debugging.
I split it into two separate options, each of which makes coherent
sense. See etc/NEWS.
As the discussion on emacs-devel has shown the
blinking cursor is extremely annoying for a lot of people (myself
included).
So use the other ways to turn it off.
May I disable the blinking cursor for -Q again?
No, you may not undo the change I just made.
How about adding an X resource for this?
xterm has "cursorBlink", Emacs could use the same name ...
That change is ok with me.
