I'd expect this to be easy at least for the GTK-related variables.
Surely, we could test for when GTK support was compiled in, which will
never happen in the native MS-Windows build.

As for x-use-underline-position-properties, if the only reason for its
absence is that no one bothered to implement this feature for Windows,
we could have a dummy variable just to suppress the warning until
someone does implement it.
