Please describe exactly what actions triggered the bug and the precise symptoms of the bug:

when the mouse wheel is used while the mouse pointer is over a fringe, one gets an 'undefined key' (e.g. <left-fringe> <triple-wheel- down>) error.

The desired behavior would be to do the same action as one would get inside the adjacent window (with the pointer being at the same y ordinate) or within the scrollbar, that is, scrolling!
