Hi the list.
Again, I don't really know if it's expected, but I seems weirdo to me.
My fill-column is 70, I'm in emacs -Q.
I've buffer that contains :
Qqqq qqqqqqqq qqqq qqqq qqqq qq qqqqqqqqqqqqqq qq qqqqqqqqqqq. Qqqqqqqqqqq
If I M-q on this line, I obtain :
Qqqq qqqqqqqq qqqq qqqq qqqq qq qqqqqqqqqqqqqq qq
qqqqqqqqqqq. Qqqqqqqqqqq
But I expect to have
Qqqq qqqqqqqq qqqq qqqq qqqq qq qqqqqqqqqqqqqq qq qqqqqqqqqqq.

Result that I have if I add manually the newline then M-q.
1) I don't see why the default M-q wants to add the newline at
column 49: if the qqqqqqqq. was on this line, it will be 62
column long (so < 70).
2) Neither I see why M-q behave differently after adding the
newline.
