After using `emacs -q' to start a new Emacs running in an X11 window and
creating a new buffer in some way that doesn't split the Emacs frame, I
am able to drag the mode-line downwards outside the window my
window-manager created. I can not dag it in the initial *scratch*
buffer. Resizing the frame snaps the mode-line back in place again.

I am using Openbox as my window-manager.

In GNU Emacs 22.0.50.1 (i386-unknown-openbsd3.8, GTK+ Version 2.8.8)
 of 2006-01-12 on rocksteady.printf.se
X server distributor `The X.Org Foundation', version 11.0.60802000
configured using `configure '--prefix=/usr/local/emacs' '--with-gtk''

I can make this happen with a Lucid Emacs and a Mac OSX Emacs so it looks like a general bug. I suspect it is related to the latest changes in mouse.el. I'll see if I can debug it.
