Yes, and? What do you see in those windows? Errors, or just the
files/directories you expect?

I see one of the other buffers I have open in Emacs. If I open a SVN file over tramp first thing, *Messages* is displayed in the lower window, and the file I opened is displayed in the upper. If I've been using Emacs for a while, I'll see one of the buffers that's visiting another file.

Perhaps I should clarify that this isn't a temporary split, like when entering a commit message for VC. The frame contains one window before the file is opened, and after the file is opened, it has two. I expect Emacs to not open permanent windows like that unless I explicitly request it.

Again, this behavior is specific  to this case:

- - SVN controlled file, via Tramp: Splits frame
- - SVN controlled file, locally: Does not split frame
- - CVS controlled file, via Tramp: Does not split frame
- - CVS controlled file, locally: Does not split frame
- - Regular file, via tramp: Does not split frame
- - Regular file, locally: Does not split frame

It's very irritating, since I must press C-x 1 every time I open a remote file in a SVN working directory.
