It doesn't seem to help, at least not on MS-Windows.  I still get the
error message when I invoke Emacs like this:

  emacs -Q -f toggle-debug-on-error test.c

and then click on the "C" menu-bar item.

So I didn't check-in the patch.

Stefan had a different suggestion, but I couldn't parse it.
