When a frame is resized, do we add scroll-bar-width pixels after
converting from characters to pixels, or do we calculate how many
extra character columns are needed to cover scroll-bar-width and add
them to the frame width before the conversion to pixels? IIRC, we used
to do the latter, but I am not sure if we changed it - it was
certainly discussed before.
