I was suggesting moving it to another directory, not describing it in README.
It's clearly an anomalous file in the admin directory.

It seems that the GNU/Linux distributors include the etc directory in their
binary distributions.  Perhap CONTRIBUTE and other files that we want
distributed should be moved there.  CONTRIBUTE also fits the description given
in the README of that directory.
