Sorry, my bad. I have several versions of Emacs, and I thought
I was looking at a recent version for this, but I was
apparently not. No bug.
Actually, the mistake I had made was prepending, not appending,
"c:/cygwin/usr/info/" to Info-default-directory-list. So I was running a
recent version of Emacs, but pointing to an older Info manual.
