undo-start: No undo information in this buffer

My symptoms seem similar to David L's bug report on Sept 12, 2006:

I have (but have not included, see explanation below) a reproducible
testcase for this issue; I get the same results on Sept 13th and Sept
19th CVS Emacs builds on two different gnu/linux systems. 

This testcase is really a scratchpad/diary of code fragments and notes
I've pasted from many sources (and probably encodings). The gzip'd
file is ~980KB and ~81K lines of ascii, and I don't really want to
post it due to its contents. Also, our NNTP posting host is offline.

Is there someone to whom I can email the testcase who has a GPG key? 

After gunzipping the testcase, say to ~/start-undo.txt

% emacs -Q &
C-x C-f ~/start-undo.txt
Answer y to the "safe-variables list"
Select region beginning with the first character in th file through
the end of the line marked
--- Select from top of file through this line ---
M-w (kill-ring-save)
C-n (next-line)
C-y (yank)
C-x u (advertised-undo)
Minibuffer says "No undo information in this buffer"
*Messages* says "undo-start: No undo information in this buffer"
