load-path, the problem goes away: correct or not?

    Yes, it goes away.

The copies are taken from /usr/local/share/emacs/22.0.50/lisp/
    international.

Are you saying that putting copies of standard Emacs files,
unmodified, into another place in the load-path causes the bug?

That is really strange.

Yes, exactly this I am telling! The first time I found this, last weekend, or Sunday, the files were uncompressed because half a year back the Elisp files were installed uncompressed. And the interesting thing is that the error then also went away when I put the byte compiled files aside the Elisp ones.
