TRAMP password caching

I noticed recently that TRAMP's default connection type has changed
from ssh to scp.  Now it's always pestering me for my password.

Section 4.8 in the TRAMP manual ("Reusing passwords for several
connections") goes on for several paragraphs about how password
caching works, says it should be enabled by default, and then there's
a confusing paragraph at the end which basically says that it
currently doesn't work.

The bug in this case is that password caching appears not to work, and
the manual is unclear as to whether it should, or should not, work.
