Outline mode show-subtree leaves ellipses

Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

In outline mode show-subtree leaves elipses (...) at the end of the
subtree that is expanded, even though there is nothing but a newline
that is hidden.  I have found that the following change in
outline-end-of-subtree in outline.el fixes the problem:

zcat /usr/share/emacs/22.0.91/lisp/outline.el.gz | diff - outline.el

This puzzles me a little as I was just focusing on fixing the problem
when the subtree is the last in the file, but it seems to have fixed the problem
everywhere.
