Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:
The manual says:

If the variable `w32-get-true-file-attributes' is non-`nil' (the
default), Emacs tries to determine the accurate link counts for files.
This option is only useful on the NT family of Windows (2K/XP/2K3), and
it considerably slows down Dired and other features, so use it only on
fast machines.

The point is that FAT file systems have no link counts, as far as I am
aware, regardless of the OS, and a lot of computers are (irritatingly)
still supplied with Windows XP and FAT32 file systems.
In GNU Emacs 22.0.91.1 (i386-mingw-nt5.1.2600)
of 2006-12-02 on MONOLITH
X server distributor `Microsoft Corp.', version 5.1.2600
configured using `configure --with-gcc (3.4)'
