Is that really the aim of Emacs on Windows?  Presumably it could also make
GNU/Linux users feel more comfortable on Windows and they could switch the
other way.

I do not know if that is the aim, but at least I consider it one of the goals.

If we would assume that feeling comfortable on the other system was equal then it woudl be much more people switching from Windows to GNU/Linux just because there are more people using Windows. Now if Emacs does not work well on Windows people on Windows will never be comfortable with Emacs. Unless they switch to GNU/Linux without beeing comfortable with Emacs of course, but then Emacs have not helped them feeling at home on GNU/Linux. (And they may instead look for Windows tools on GNU/Linux.)
