Right. Native Windows console programs tend to use the DOS codepage corresponding to the user's locale. But I think ports of GNU tools are likely to use the equivalent ISO encoding (especially Cygwin, which ignores Windows and runs in its own world), and since these are very useful and widely used by Emacs users, I wouldn't want to fix on the DOS codepage for process I/O.
