Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

I have been downloading the emacs version 22.** + auctex binaries since
22.0.50 and in none of them has the file dialog worked when clicking on
the options under File on the menu bar. C-h v use-file-dialog and
use-dialog-box reveals that both are set to t

System is msw 98.

In GNU Emacs (i386-mingw-windows98.2222)
