Carbon: scroll bar rendering problem

This is very annoying and depends on the font used in the window.
Monaco 12pt is problematic, for example, and so is Lucida Sans  
Typewriter 12pt. The same font in 14pt however almost works - the  
scrollbar is much closer to the right edge of the frame.

Note that we have (setq tool-bar-border 5), which causes this. It  
would look much better if the scroll-bar extended to the edge of the  
tool-bar, ignoring the border.
