If TO-FN is a function, it is called with two arguments, BEGIN and
END, which specify the part of the buffer it should convert.
There are two ways it can do the conversion:
But if I'm not mistaken it's three args, the third being a buffer, as
per the format-alist docstring, or per the enriched-encode function.
