Technically, translations are stored in separate files: the .po files in
the po/packages directory (one per language).

>From an organizational viewpoint, translators coordinate via the
Translation Project.  Thus, if you’d like to translate things to French,
you would first have to join the French translation team at the
Translation Project, mostly to make sure there’s no duplicated effort.
