Today's software systems are inherently non-modular. Guix is the most advanced technology we have to work around this problem, but it doesn't solve it. The problem is so hard to solve because it requires most of all a change in everyone's attitude towards software development, and thus very probably different organizational structures (because of Conway's Law).
