Does this custom access policy means that I can restrict who can do
checkouts?

RMS and myself don't want to make EVERYTHING available to EVERYONE, so
the CVS tree should be restricted to only members of the team for
checkout, and for a certain member of the team for commits.

Can this be done with Savannah?

We definitely don't want anonymous checkouts.

Are there two CVS trees? (one for files, and one for the web)

The current CVS tree that I manage in subversions only has the
documents, no web pages.
