Sorry for the late reply (I've been on vacation).
We're not talking about "cvs annotate" here but about the "annotate" link in
the web interface of viewcvs. According to the viewcvs configuration file:

"# allow annotation of files.
 # NOTE: this requires rw-access to the CVSROOT/history file, and rw-access to
 # the subdirectory to place the lock... so you maybe don't want it
 # WARNING: this is not yet implemented!!
 allow_annotate = 1"

I don't known exactly how viewcvs.cgi handles annotations. I think somebody
has pointed out in this list that version 0.7 of viewcvs implements
annotations. I've just installed that version today; we'll have to see wether
this new version accepts annotations.
