Follow-up Comment #1:

Savannah does not use rsh for CVS access. It uses pserver or ssh, depending
on what you're trying to do. (pserver for anonymous access, ssh for developer
access).

I think you need to configure your CVS program to use ssh, instead of rsh. We
don't allow rsh access, as it's old and very insecure, compared to ssh. 

Please feel free to supply more information, if that's not the answer.
