IIUC, the updated file is the PDF manual:
 http://web.cvs.savannah.gnu.org/viewvc/groff/groff/groff-and-mom.pdf?view=log

And the PDF available on the website does show "copyright year 2017":
  https://www.gnu.org/software/groff/groff-and-mom.pdf

Is there another file that was not updated ?
