For all of them, Tramp doesn't even get the first shell prompt.  Hm.

Which version of ssh do you use?  The first thing to try is to make
it work from M-x shell RET.  When that works, you can try it from
Lisp and then from Tramp.

Maybe I should update the XEmacs package.
