Actually, I'm not sure how to do this. I tried the following:

;; typo "delelete" fixed:
(setq file-name-handler-alist
      (delete (assq 'tramp-completion-file-name-handler
                      file-name-handler-alist)

      (delete (assq 'tramp-file-name-handler
                      file-name-handler-alist)
                file-name-handler-alist))

but it doesn't seem to take effect?
