Timestamp checking ?

Hi to all,
As usual, sorry if this has always been replied somewhere, I tried the 
mailing list archives and the user manual but could not find anything.
I am using tramp version 2.1.1, mainly in conjunction with muse to 
remotely publish my site's pages. The problem I have is that 
modification time does not seem to work: I am forced to move the remote 
files out of the way before publishing can take place. This phenomenon 
does not occur for local publication (on same fs) and I have corrected 
the clocks on both machines so they are mostly synchronized.
