`file-name-completion' got a new optional parameter PREDICATE in Emacs
22. Tramp supports this since versions 2.0.55 and 2.1.8.

Tramp is kind of orphaned in Debian. The latest releases in Debian are
1:2.0.54-2 (stable), 1:2.0.55-1 (testing, unstable) and 1:2.1.8-2
(experimental). You might raise a bug report towards Debian to let the
people know the problem of dependency with Emacs 22.
