Selinux handling has been added to Tramp back in April. Please check,
what's the date of your Emacs build. It might also be worth to know,
which Tramp version you use: the one provided with Emacs 24.0.50, or an
own one.

Yes, that's a known problem with cygwin's ssh on Windows. See the Tramp manual.
