Yes. For every single process-file call, they shall wrap it by
(let ((default-directory (or gnus-default-directory default-directory)))
(process-file ...))
Hopefully, they do. Have you tried to check, whether
(setq gnus-default-directory "/tmp")
or something similar works for you?
