I could reproduce it on a machine running 7.3p1. So it is an openssh 7
issue.
I will change it in Tramp to use
# ssh -o ControlPath=%C 0.0.0.1 -o ConnectTimeout=1
You could bypass this check by setting
`tramp-use-ssh-controlmaster-options' to nil.
