You can fairly easily create a new .dat file via the following steps:
Download Aspell 0.33 (Aspell 0.50 does not have those files).
Download the proper textual reference file from
http://czyborra.com/charsets/ (The ones ending in .txt.gz) and
put it into the data directory of the Aspell 0.33 source and unzip it.
Cd to the data directory. Than "mkchardata unicode.dat <file>" which will
create the .dat file. Copy the file into the data directory for the
Aspell installation.
You can than use the "encoding" option to set the encoding to the name of
the data file and Aspell should convert the file for you.
You need at least Perl for this and possible other unix like utilities.
