First you should use "sv" for the Swedish language (as spoken in
Sweden and parts of Finland).  "se" is the code for the country Sweden.

Then you need a "sv.dat" file, and it must be in the right directory
(apparently /usr/share/aspell/ in your case), or you need to specify
the directory on the command line (see aspell -?).  You should get
the sv.dat file together with the dictionary, if you get it from
http://sv.speling.org/
