Oh, well, in general our convention is to format commit messages using a
one-line summary followed by an empty line and then a ChangeLog style
description of the changes (just see our git log).  But for this minimal
change it's no big deal.

Done, GNU AUCTeX 13.1.3 should appear anytime soon (and I've bumped the
minimal required Emacs version to 25.1 as discussed earlier).
