It looks odd that ${TEXIPWD} does not get expanded.  Actually, I
had a similar problem on cygwin: I realized that TeX (part of
MiKTeX) was receiving path definitions, that it could not handle
properly. I then removed the texinfo package from my cygwin
environment and was happy to see that MiKTeX's own `texi2dvi'
implementation worked just fine.
