[AUCTeX] auctex 11.81 "make install" failure on winXP

Hello,
I am using Xemacs (natif) 21.4.13 on windows XP.
I have Miktex as latex software.

I followed the steps given in the auctex documentation
http://www.gnu.org/software/auctex/manual/auctex.html

-run
./configure 
--with-xemacs='C:/Apps/XEmacs/XEmacs-21.4.13/i586-pc-win32/xemacs' 
--with-texmf-dir='C:/localtexmf' 
--with-packagedir='C:/Apps/XEmacs/xemacs-packages/'

-run make

-run make install

I searched the mailing list, but did not find an answer to this problem.
