This is known limitation (on Windows). I don't remember details and
quick search in my tex-live ML archive didn't return anything useful.
Still, there is report on github:

In linux your example works well.

And this is not you only headache. The TeX Live developers have the
same, the way how Windows works with Unicode is too tricky, AFAIR, there
is no solution for the problem, but you may ask for help on TeX Live
mailing list.
